Working Principles of the Advisory Board
Directorate of Administrative and Financial Affairs

1. Purpose of the Board

The Advisory Board has been established to contribute to the strategic decision-making processes of our Directorate, enhance the efficiency of administrative and financial affairs, evaluate stakeholder opinions, and guide quality improvement efforts.

2. Duties of the Board

  • Provide recommendations on the strategic plan and objectives of the Directorate,
  • Express opinions to improve administrative and financial processes,
  • Evaluate management policies, quality standards, and performance criteria,
  • Analyze feedback from stakeholders (academic/administrative units, students) and develop solutions,
  • Offer consultancy on digital transformation, budget management, and resource efficiency,
  • Make suggestions in light of legislative changes and sectoral developments.

3. Board Members

The Advisory Board is composed of the following members:

  • Chair: Head of the Directorate of Administrative and Financial Affairs
  • Members:
    • Representative of the University Executive Board
    • Head of Support Services Unit
    • Head of Accrual Affairs Unit
    • Procurement and Tender Specialist
    • Representative from an Academic Unit (appointed by Faculty Dean)
    • Representative from an Administrative Unit (appointed by General Secretariat)
    • Student Council Representative (when necessary)
    • Rapporteur: Specialist staff from the Directorate

4. Operating Procedures

  • The Board convenes at least twice a year (in January and July).
  • Extraordinary meetings may be called by the Head of the Directorate.
  • Agenda items are sent to members at least 1 week before the meeting.
  • Decisions are made by majority vote; in case of a tie, the Chair has a casting vote.
  • Meeting minutes are recorded by the Rapporteur and officially documented upon approval by the Chair.

5. Implementation of Decisions

  • Advisory decisions of the Board are evaluated by the Directorate within 15 working days.
  • Accepted recommendations are turned into action plans by relevant units.
  • Results are reported to the Board at the next meeting.
